Who We Are

The Cassa Edile of the Autonomous Province of Trento is the instrument for the implementation, in the province of Trento, of the contracts and collective agreements concluded among A.N.C.E., Intersind and the Federazioni Nazionali dei Lavoratori (Fe.N.E.A.L.-U.I.L, F.I.L.C.A.-C.I.S.L. and F.I.L.E.A.-C.G.I.L.), as well as among the Autonomous Construction Section of the Association of Industrialists of the Province of Trento and the Fe.N.E.A.L.- U.I.L., F.I.L.C.A.-C.I.S.L. and F.I.L.E.A.-C.G.I.L. of the Province of Trento.

Our Origins

1963

Cassa Edile of Trento was founded on March 4th, 1963, by agreement between the Industrial Association and the Workers’ Unions (Filca Cisl, Fillea Cgil and Feneal Uil), in application of the National and Supplementary Provincial Contract, with the Association of Artisans joining later.

From the beginning, the main function of the Cassa Edile was to manage workers’ provisions for vacation, work permits and Christmas bonuses and payments of contributions calculated on the provision itself necessary for the activities of the institution and for the disbursement of assistance to workers. Indirectly, the payment of the provision to Cassa Edile guaranteed and still does the verification of the regularity of workers’ employment.

One of the primary objectives behind the establishment of Cassa Edile was to regulate a sector, the construction sector, characterized by strong inter-company mobility.

Indeed, unlike other labor sectors, the construction worker is subject to frequent mobility.

Cassa Edile aims to protect such workers in being able to obtain all that they are entitled to. This is done by collecting data on the hours worked on the total number of construction sites to which he or she has worked.

In concrete terms, Cassa Edile acts as a guarantor for the worker in the application of important economic contractual institutes; it also oversees the regularity of construction companies operating in the Province of Trento so that regular companies are protected, through the Cassa Edile system, in order to obtain more job opportunities.

The mutualistic nature that Cassa Edile of the Autonomous Province of Trento has held since its inception, in favor of those working in the construction sector, is embodied in multiple benefits provided to both workers and employers.

What We Do

As a typical body in the construction sector, the Cassa Edile of the Autonomous Province of Trento, which arose in relation to the peculiarities of the employment relationship with the construction workers and being characterized by a significant inter-company mobility, is managed equally by the local organizations of industrial and artisan employers and of workers adhering to F.I.L.C.A. – C.I.S.L, F.I.L.E.A. – C.G.I.L.. and Fe.N.E.A.L. – U.I.L..

The Cassa Edile disburses to workers an important part of the wage and salary treatment due from the companies. In particular, this is the vacation pay and Christmas bonus that the companies, with regard to the workers’ mobility, accrue with Cassa Edile which provides payment to the interested parties on the due dates (July for the October-to-April provisions and December for the May-to-September provisions).

It then disburses significant benefits to workers, supported by mutualistic contributions from the companies such as the annual premium for professional construction seniority (APE), corresponding to the seniority increments provided for in other labor contracts, and the supplement to economic treatment in cases of illness and accident.

It carries out its mutualistic activities through the reimbursement to companies of illness, injury and occupational disease treatment advanced to workers.

It also liquidates a long series of assistance for medical expenses, extra-professional accidents or in cases of special family difficulties.

Finally, it provides all workers with a pair of safety footwear annually.

Being registered to Cassa Edile means that both companies and workers can take advantage of the services offered by Centrofor in the field of occupational safety and vocational training.

Cassa Edile also provides for the collection of contributions owed by businesses to Centrofor.

The operation of Cassa Edile is ensured by means of a contractually established contribution that is borne by 5/6 of the enterprises and 1/6 of the workers.

Beyond the provision of benefits, a great importance has been assumed over time by Cassa Edile as a body for the verification and control of the regularity of companies participating in public contracts. This type of activity contributes to the development of fairer competition, with equal rules and costs for all. Declarations of regularity issued also allow companies to obtain contribution relief from both INPS and INAIL.

Finally, an important and general role is played by Cassa Edile in relations between the social parties. In fact it is a “neutral field” where workers’ and companies’ representatives confront each other in order to implement national and provincial contracts and CNCE directives, in words that are sometimes bitter and sustained, but always constructive. Moreover, the opportunity to address issues in a different forum than that of official negotiations enables fruitful meetings and discussions.

General Council

  • Chairman's Committee

    The Chairman’s Committee consists of the Chairman appointed by the Autonomous Construction Section of the Industrial Association of Trento, the Vice Chairman appointed by the territorial workers’ trade union organizations, and two members, the first of whom is appointed by the Association of Artisans and Small Businesses of Trento and the second by the territorial labor unions of the workers. It is up to the Chairman’s Committee to implement the resolutions of the Management Committee.

  • Management Committee

    The Management Committee consists of ten members on an equal basis. In addition to the four members of the Chairman’s Committee, two other members are appointed by the Autonomous Construction Section of the Industrial Association of Trento, one by the Association of Artisans and Small Businesses of Trento, and three by the territorial labor unions of the workers. It has the task of arranging the administration and management of the corporation by performing all acts necessary for the purpose. In particular, the Management Committee prepares the forward plan of incomes and expenditures, as well as the final balance sheet. The Committee is responsible for the hiring, grading and treatment of all employees and for the appointment of a director to govern the offices of the corporation.

  • General Council

    The General Council has a total of twenty members, ten of whom are the members of the Management Committee to which are added three members appointed by the Autonomous Construction Section of the Industrial Association of Trento, two members appointed by the Association of Artisans and Small Businesses of Trento, and five members appointed by the territorial labor unions of the workers. The General Council must evaluate the forward plan of incomes and expenditures, approve the final balance sheet of the corporation, and decide on the interpretation of the Statute.

  • Board of Auditors

    The Board of Auditors consists of five members, one of whom is appointed by the Autonomous Construction Section of the Industrial Association of Trento, one appointed by the Association of Artisans and Small Businesses of Trento, and two appointed by the territorial labor unions of the workers. The Chairman of the Board is chosen by mutual agreement among all the social partners; he must be part of the Register of Auditors. The Board is responsible for supervising the administration of the institution, the compliance with the laws and statutes, and the correspondence of the financial statements with the accounting records. It participates, with an advisory vote, in meetings of the Management Committee and the General Council.
